Sapienza Consulting is recruiting an AGS Support – Training Gap Analysis to join NATO – NCIA, offsite.

Based on resource priorities, manpower support, sourced via NCIA contractual activity, is required to compile and draft overall NATO AGS Training Gap Analysis report (with input from NATO) while providing specific training gap analysis and recommendations for following NAGSF operational positions:

  • NAGSF Unmanned Aerial Vehicle (UAV) Pilot
  • NAGSF Communications Information Systems (CIS) Maintenance and Administration positions

Responsibilities

AGS Training Gap Analysis manpower support contractor will execute following main functions as directed by NCIA:

  • Provide comparative analysis of NATO AGS Core Contract, industry-delivered training-related documentation against relevant NATO, National and NAGSF Training documentation and training standards related to NATO AGS Training. This analysis along with recommendations will be included in interim reports for each course, monthly status reports and final comprehensive report.
  • Provide formal report citing analyzed gaps, deficiencies and recommended improvements based upon contractor’s analysis for the positions, along with input for remaining operational and maintenance positions from NCIA and NAGSF (using Contractor’s Training Gap Analysis Report format).AGS consultants will carry out specific tasks for each operational position:
    • Task ID 1.1 – Plan for overall Training Gap Analysis (TGA) report and specific positions to be analyzed
    • Task ID 1.2 – Analyze operational tasks, sub-tasks, develop and/or agree on clear quantifiable Performance Objectives (POs) and standards of performance for each position (NCIA provided operational tasks and NATO processes referenced in Bi-SC-75-7). These POs will be agreed upon by Contractor, NCIA, and NATO AGS Force (NAGSF)
    • Task ID 1.3 – Analyze current, relevant NAGSF courseware and supporting materials delivered from AGS industries
    • Task ID 1.4 – Observe training, conduct student questionnaires and Incorporate feedback from NAGSF users (student critiques) on training courseware/conduct
    • Task ID 1.5 – Provide interim reports, per each course observed, within 30 days of last day of course ending
    • Task ID 1.6 – Provide monthly status report that will be used to review progress of contractor’s analysis
    • Task ID 1.7 – Propose solutions based on identified training deficiencies
    • Task ID 1.8 – Draft, coordinate and compile mid-point report, with available findings and final Training Gap Analysis for all AGS positions
  • For final report it will be required to incorporate all analysis, per position:
    • AGS Position – NAGSF Unmanned Aerial Vehicle (UAV) Pilot; TGA Responsible – Contractor; Notes – Scope of work included in this SOW.
    • NAGSF Communications Information Systems (CIS) Maintenance and Administration positions; Contractor; Scope of work included in this SOW.
    • NAGSF Surveillance Operator (SVO); NCIA; SVO will be trained on three separate sub-systems: AVMC2, MOS/TGGS, MGGS
    • NAGSF Sensor Operator; NCIA
    • NAGSF Imagery Analyst; NCIA
    • NAGSF UAV Maintenance; NAGSF; NCIA will coordinate with contractor for insertion of data into final report

Profile

Contractor should already have ready team in place with following experience:

  • Extensive, demonstrated expertise and success at conducting full range of training system analyses such as Training Needs Assessments, Training Gap Analysis, and full Training Systems Requirements Analyses
  • Broad military rated aviation experience, to include employment of advanced sensors, communications, and ISR processing, exploitation, and dissemination
  • Robust experience supporting military training initiatives, prior instructor/evaluator certifications and/or qualifications
  • Deep understanding/certification and capabilities in instructional system design theories and/or methodologies
  • Extensive understanding of purpose, structure, intent, and content of manufacturer Type 1 training and military Initial Qualification Training (IQT) and Mission Qualification Training (MQT)
  • Must hold Security Clearance NATO Secret
  • Fluent business English; knowledge of another NATO member-state language is an asset
